I reinstalled driver as it's said here:

Doesnt help, error still appears.

Also i have Screen Tearing, maybe it is a symptom that means something wrong with installed driver or operating system.

opencl is not supported on ati hd 4000 series. you need at least an hd 5000 series or newer GPU to use hashcat.
