I am in the process now of reinstalling my driver. Although, the instructions say to use Driver Fusion, but it is not free anymore.
I am downloading the driver from AMDs page.
Unfortunately my help will end here, because I don't use an AMD GPU. I'm running a RYZEN 1700 in combination with a MSI GTX 1080 TI Aero.
I hope you are able to fix that issue or to get some help from an AMD user.
I uninstalled the driver and my Intel OpenCL. I manually deleted the OpenCL files in SysWow and System32. Rebooted and installed the AMD Driver from their page. Adrenalin 2019 Edition 19.8.1.
Unfortunately, I still get the same error.

I try to run the beta hashcat.exe and it says access is denied.

I also have same problem like slawson, it simply wont work with AMD rx570, try with 5.0.0 and 5.1.0.
But I also try with this beta driver below, and it is working !
Same list and hccapx file with 5.0.0 and 5.1.0 are about 170 kH/s and with beta drivers about 150 kH/s, but beta is working and this 5 versions are not.
