That's not how make works. You're telling it to use sp.c as a makefile, which clearly won't work.

Not necessarily. Floating point operations are handled by the FPUs, not the ALUs. Each CUDA core currently has one FPU and one ALU (referred to in the diagram below as the "FP unit and "INT unit.")

Yes, it absolutely matters when using hex charset, as the same character with two different encodings likely have two different hex values.
You need to figure out which encodings/codepages are used... |
