This is all moot because the state of OpenCL on FPGA is abysmal, but even if it wasn't, the cost of an FPGA board suited to hash cracking is astronomical.

Look at the example hash for -m 300 (https://hashcat.net/wiki/doku.php?id=example_hashes) and make your hash look like that one (hint, remove the leading asterisk.)

On Gentoo/Funtoo I think you need to 'emerge intel-opencl-sdk' or something similar. Just helped a friend set up Hashcat on her Gentoo box and I believe that was the package we used that worked.

AMD dropped support for VLIW cards like three driver versions ago, so your card is too old to use hashcat. Maybe you can find an old driver that will work, or just buy a new GPU.

Hash algorithms use integer math, not floating point math, so TFLOPS is absolutely irrelevant when it comes to password cracking.

Are you actually getting any kind of decent hitrate from the unsupported rules? I wouldn't think that you are. Seems like a lot of effort for very little return.
