There's nothing special about superclocked or factory overclocked cards. They just have a bios that comes set at higher clocks, which you can easily do yourself.

72-75C is within normal range. As long as you are < 80C you will not throttle.

1200W PSU will not be sufficient. There's no reason to skimp on the PSU, go with 1600W 80plus Platinum or Titanium. I would go with 64GB DDR4 for that build, but you'll probably be fine with 32GB.
