10^16 / 41000 / 31556926 = 7729 years
Working backwards,
10^16 / 31556926 = 317 MH/s to crack it in one year
Or,
10^16 / 31556926 / 316000 = Cluster of 1003x... |

-m 12500 supports a max of 20 chars in -a 0, so your candidates shouldn't be rejected. And indeed I cannot reproduce this with 1.37 using the command you provided:
