I would suspect your risers are to blame. Also be sure to regenerate xorg.conf with amdconfig.

You are not the first person to experience this issue, and I think it has to do with some aggressive anti-DDoS protection / rate limiting that was incorrectly applied.

Mhm, notepad.exe expects CRLF line endings and doesn't know how to handle files with LF line endings, so that's why everything appears on one line.

Yes, it absolutely matters when using hex charset, as the same character with two different encodings likely have two different hex values. You need to figure out which encodings/codepages are used...
