| Yes it's true, it hasn't been released so there's no annoucement, but you can download a snapshot from /beta or pull from github and build from source. |

| Remove whatever you have installed, then follow the steps at https://hashcat.net/wiki/doku.php?id=linux_server_howto#install_amd_catalyst
But note that Debian is not officially supported by AMD. |

| You don't open it, you execute it.
However, Nvidia dropped support for that GPU long ago, so there's no point in executing that file. |
