If you're using risers, then bad riser. If you're not using risers, then bad PCI-e slot. If it's not the motherboard, then bad GPU. Basic Layer 1 troubleshooting.

you are receiving this error because it is not allowed to have a .hccap file that includes WPA and WPA2 hashes.

You'll probably have better luck controlling the fan speed on the GPUs rather than the chassis fans. GTX 980 is a very low-power GPU, you shouldn't have any issues cooling it.

v1.35 was released 2 years ago, and cudaHashcat doesn't even exist anymore. Upgrade to hashcat 3.30 or newer before reporting any bugs or errors.

-b uses -w 3, and 32 is likely too large of a -n value for your GPU. Workload is too large, so speed just hasn't had a chance to update. You can try manually running with a lower -n value.
