Appears to be something wrong with the file hash.txt itself. Looks like there's some binary garbage and a blank line in there.

Definitely sounds like an OEM design card. Try lowering the mem clock along with the core clock. As for workload tuning, you can try using -w 1

password cracking does not benefit from PCI-e 3.0. going from 7970 to 290X will be about 35% faster.
