If you use reference design cards as linked above, then you should not need passive cooling. We only went with passive cooling because we fucked up and bought non-reference cards, and we couldn't keep...

6670 is an old card, it's probably dying. Also it's a VLIW5 card, which AMD is dropping support for in the next driver release, so you should probably consider ditching that GPU regardless.
