Buy something newer and buy an nvidia card. If you're on a budget a used 750TI or 960 might be ok.

I don't think AMD 7xxx cards still have opencl support, hence won't work with hashcat. Besides. AMD cards quickly overheat/heat throttle and need much more power.

There is no bottleneck for hashcat in that setup. Enough PCIe lanes, enough ram and sufficient power for a 1080ti.

afaik you get an unrestricted usage license as long as you're a Sagitta HPC customer. But it's certainly something you should ask their sales department about directly.

The 2080ti you linked looks like a Nvidia reference design card. There is no PNY logo on it and the PCB has the Nvidia logo.
