You could either code a custom hash mode for this or write a converter that generates all possible hashes from the concatenated numbers you have.

Seeing the "No new algorithm, add true support for utf-16" option reminds me that true UTF-8 support would be great. Like UTF-8 aware rules, masks aso.

The toogles3.rule (included in hashcat >0.37) contains many redundant entries. This hits performance quite hard, because it's many! e.g.: T0T0T0 T0 T0T0T1 T1 T0T1T2 T2T1T0 ... aso so here...

erm, ok. Was a bit confused because you were talking about "hashcat 0.9" which I was unable to map to any hashcat version and thus concluded you were talking about the gui version number.
