If you know you will only do gpu cracking a cheap dual core will be fine. RAM speed doesn't matter at all.
Power consumption obviously depends on the gpus you have.

If you want to use more than 8 gpus you must use nvidia. The latest nvidia chipset is recommeded over amd. |

If you can get a 6990 for that price you should probably take it. Only downside is its power consumption. |
