keepass has a variable iteration count. The example hash uses 24569 iterations, your hash has 60000.

considering this benchmark (https://hashcat.net/forum/thread-8028.html) for a 2080 has 159kH/s at 6k iterations, 22kH/s at 60k iterations for a 2080TI seems like a good number.

For some algorithms the speed with CUDA is a bit better. You won't see dramatic speed increases though.

-q 1 is redundant with -r 1 but according to your first post "rxMX8$cQ$4RZ" is a valid example (it includes two dollar signs), hence I assumed you were referring to consecutive occurrences.

Not sure how you deduce your divisor to be 1.5 after determining your hashrate to be 3000 but your conclusion is correct nonetheless.

Windows should be as simple as installing the official AMD driver. On linux you need rocm which should not be much trouble to install on ubuntu.

There is no generic answer to that, it depends on the software that put the info there. The password could be hashed, encrypted or simply encoded.
