I'm very sure atom has better things to do than writing a "stupid" web interface. But hashtopus is open source, you can simply integrate the web interface you like and push it to the git repo.

That's quite tricky. *hashcat has no functionality to archive this. You can try to use https://www.thesprawl.org/projects/pack/ to generate some mask files or try creating a specific wordlist for this...

Sorry, didn't read properly. Could've bet resuming works for rules, too. But yes, you can safely split the rules file into as many pieces as you wish.
