If the self test is failing hashcat will be unable to crack hashes. This has nothing to do with speed.

Windows should be as simple as installing the official AMD driver. On linux you need rocm which should not be much trouble to install on ubuntu.

use PACK (https://www.thesprawl.org/projects/pack/) to generate hcmask files. btw, you're mixing up rules and masks. Those are completely different (and incompatible) things.

Why are you using --self-test-disable? If hashcat fails to start otherwise your driver is probably broken which is an issue you need to fix…

you are using -a3 (mask attack) with a dictionary btw, pocl is not recommended, you should use the Intel OpenCL runtime

maybe you run hashcat from a dir where you have no write permissions? Hashcat will try to write hashcat.pot to the CWD.
