12.8 runs fine on 3.6.11. 13.1 will too.

as speed doesn't even vary between Win and Linux we can safely assume the kernel won't affect performance at all.

"low budget" can be a pretty broad definition depending on who you ask. A GTX960 might fit your needs.

according to this post: https://hashcat.net/forum/thread-1191-post-6335.html#pid6335 your watchdog does generally not work. It might be a driver/hardware problem.

actually it looks like hashcat cannot find your hash.txt file at all.

Your windows is configured to not show known file extensions. That might have something to do with your problem.

isn't aircrack good enough for such easy tasks? I think it accepts stdin wordlists, so this is easy to deal with in combination with maskprocessor.
