If you want it to use your CPU, you need to install an OpenCL runtime for you CPU and enable it by using -D 1

Not sure what you're talking about, but dividing rules for cpu and gpu makes no sense to me. Also, this was never a direct performance issue. It's more like that rules have been applied to vector data...

Looks like AMD completely destroyed it now. Please use AMD driver 15.12 exact, not 16.6. This is not a hashcat problem.
