7990 is same like 2x7970, so it's ~1.6x as fast as GTX980 for single hash.

Also it can be too high clocks for gpu/ram or too low ram clock, also PSU problems can behave like that. What I would try is just to lower clocks a bit. Besides on your card's you should get a bit hig...

Don't know how your heat spreader is made, but it's possible in same way as 6990 (heatpipe on the crystal), so you just could damage it by pressing too hard when cleaning.

There is more than 1 APU unit, so a bit more details would be required to answer your question. On some older APU (E350, GPU 6310) oclHashcat tested, and works ok, though slowly.

I think card is too hot because of form factor of design (to make things smaller), not because it's impossible to cool it by air. Make cooling better, get more quiet system.
