Ubuntu works flawlessly with HD7970. If you have problems with this os ... can't imagine what's more simple and better documented. Maybe go with windows then.

I think that you also forgot to write: sudo amdconfig --adapter=all --initial -f It should be done just after install, and only after this command you should reboot. Had similar problem on HD597...

epixoip meant to take off fans and covers from gpu, to leave only heatsink on chip. Fans on your case should be enough to blow hot air from heatsink it it's something similar like tyan chassis.
