Driver version is your problem. ocl requires 12.8, if it didnt work after downgrade then you uninstalled improperly, or there were files left behind.

New version is working fine for lots of people. It's an issue with your install, or your drivers. No, a timebomb less version will not be released.

Guess it's not too bad considering. Speeds are about 1/5th that of a 7970, and about 1/4 of the cost of one.

Yes. try -n 1 so you arent executing multiple threads. This should fix the unorderedness.
