I've never seen passwords in that ISO-8859-5 encoding, Russian versions of Windows use 1251.

That would depend on your budget mostly. Haswell CPUs are quite fast due to AVX2 instruction. But you could buy a quad socket MB and stuff it with Opterons.

Just compared HM and HC on same MD5 hashes and with the same rule file. 126M p/s for HM_AVX2, 117M p/s for HC_AVX2.
