cpu doesn't matter for hash cracking with hashcat. i have used two hd 5970 on cheap motherboard and i3 530 cpu and no speed difference when upgraded to z68 motherboard and i5 2500k

pros and cons for both. i like linux more but if you are going to overclock gpu then windows is easier to do that with, especially with voltage overclocking

if you want to go cheap, take a look at the 5870 and 5970. they were the top cards of their time and still close to performance with today's cards. hard to find any new nowadays though.
