maskgen from PACK (Password Analysis and Cracking Toolkit) is the tool for exactly this job (and can do even more).

I don't know of any limits, each mask is processed sequentially. Although I haven't used mask files with more than a few hundred entries. Maybe the devs can give you more precise answers. A practical ...
