Take a look at toggles1.rule, all it does is just toggle every char from pos 1 to 16. What you posted is the expected output. Rule chaining isn't supported by cpu hashcat as far as i know.

Ok, so far so good. There seems to be an issue with the different ways hashes are obtained. But it seems to generally work for me, as you can see from my potfile: $7z$0$19$0$1122$8$04bdb69d92501f66...
