This sounds more like a mining build to me. I also don't get, how you are counting up to 10.000 $/€ with these kinds of components. 2080's are around 700 bucks, so you are at roughly 5k for your GPU...

Do you specify a custom abort temp with --gpu-temp-abort? Default is at 90 degrees and if you reach them with mining, hashcat will certainly reach them too.

No, but each of your GPUs has 11GB VRAM, so in total 77GB. I would suggest you go with 96GB, with 16GB for each module.

No, but it can cause errors like CL_OUT_OF_RESOUCES, if you do not have enough. It is also nice, in case you are working with dictionaries.
