Your specific Intel GPU model doesn't support OpenCL. Hashcat requires that the hardware supports OpenCL.

you need to specify the hash file too:
hashcat -m 22000 -a 0 -w 3 -r rockyou-30000.rule hash.txt rockyou.txt
what happens if you do not use any rules ? does it work without rules ? |

Does this happen "only" in -a 0 ?

so it seems the only check is that the 32 decrypted bytes are base58 chars and the first needs to start with either L, K, 5 or Q.
