Founders Edition cards are much better quality than OEM cards. If you put two OEM cards next to each other, one will cook the other. And in my experiences, OEM style coolers tend to have the fan bear...

Are these 1080s or 1080Tis? Cause if they are 1080s, that seems to be pretty normal. Your title says Ti, but your first post multiple times just says 1080 FE.

1U rackmount with 4 GPUs just sounds to me like heat problems waiting to happen. I can't see any blown up pictures of that model, but if rack space isn't an issue, why not go with a 4U like the SuperM...
