Forst, get latest version (5.0.0). Second, change you directory to hashcat. You must call hashcat from the diectroy where it has been unzipped.

It's not an issue. Just change the directory: use "cd" under windows and linux.

What's your commandline? The hashrates looks okay for your old card.

A benchmark: https://hashcat.net/forum/thread-7827.html RX570 - WPA-2500: 150kH/s. So your hashrate looks like okay according to the benchmark mentionned before.

The '=' at the end *migth* be a padding, often used by base64/32 encoding. +1 you need to know how the software writes it.
