PHP Fusion hashes are HMAC-SHA256 + salt and yes, hashcat supports them.

Just extract the 7zip anywhere you like and run hashcat from there. Just make sure the user you are executing hashcat with has rights to write into that folder.

Since pyrit works with Mesa's implementation of OpenCL, I think so. But this is question for hashcat devs.
