Do we have a comparison somewhere? I recon in MD5 it seems quite fast for a CPU and bcrypt looks kind of slow.

Speed variantions over cracking is quite normal in the range you are reporting. It depends mostly on the type of attack, the number of hashes you are cracking, number of masks etc.

You can always underclock GPUs to improve their hashes per watt ratio. A heavily undervolted RTX 2080 should do a similar trick as the T4.

I would rule out the second Gigabyte model since it is for low profile, so smaller cooler. Temps should not be an issue with these cards. In which market are you shopping? U.S.?

Forget gaming. Sure, if it fails under gaming it will fail under hashcat too. But if it does not, you're not any wiser. Get yourself md5stress and run it for at least 15 minutes and then run a hashcat...

Used cards are usually not broken. Who would buy a broken card that does not work under games? No one needs a GPU that's not working under games. Except of you ;)
