The OEMs with radial fans don't only use OEM boards, they also might cut out the expensive vapor chamber that cools the 1080Ti. Btw. you can easily spot OEM boards by having a look on pics of the car...

There is nothing wrong with Hashcat or the drivers since hundreds of people using both and they're fine, like you are with your 970s. It must be the card itself. Maybe get a different type of 1080Ti? ...

At the same price it will have roughly the same speed like the GTX980 Ti, which draws 100W less. I will now surely upgrade from 980 -> Ti.

That page is a good ressource to start with, although under oclhashcat everything can shift again. You can roughly calculate the hash speed by comparing the number of shaders and multiply the values....
