Speed variantions over cracking is quite normal in the range you are reporting. It depends mostly on the type of attack, the number of hashes you are cracking, number of masks etc. |

You did not specify a certain attack mode, so hashcat will take the default "straight" mode 0, which just tries every single word from your list. Add masks or use brute-force like slyexe recommended. |

Hashcat 5.1 requires driver 367.x or later. You might want to try it with an older version of hashcat, though i'm not sure about those driver requirements (like version 4.xx of hashcat).

Both 1660 are much stronger than the 1060. Depending on the hash mode the 1660Ti compares about equally to the normal 1070. The 1070 Ti though is again much stronger. |

Memory size and performance are not an issue in hashcat. That leaves you with only 4096 cores and a comparable performance like a Vega 64 for a price of 4x GTX1080i. |
